It is relatively fast, it has both anti-ground and anti-air capabilities, long-range, and if micro'd well can trade efficiently with early game units. In a nutshell, the cyclone can do a lot of things. The problem of this unit is that while it fills many roles, it doesn't do well enough at any one role to make it worth building over other mech units. And why shouldn't they? Every other new unit in LotV has made a significant impact on the game (admittedly some more than others). I think it's obvious that Blizzard wants this unit to be more prevalent in the game.
